Hey all, welcome to new Substack! I’m creating this today to make sure I can stay connected to folks interested in similar topics: China’s tech ecosystem, global AI developments, and US-China relations.
What this will be used for: Occassional emails to share new work that I’ve put out into the world.
What this will not be used for (for now): Regular dispatches containing links and my thoughts on what happend this week.
There are lots of great newsletters out there sharing news and commentary on these issues, and I’m not looking to get into that space. But I’ve learned so much by staying connected with other people interested in these same issues, and I want to make sure those connections don’t live and die by the fates of a certain other platform.

Who are you? I’m Matt Sheehan, a Fellow in the Asia Program of the Carnegie Endowment for International Peace. I study China’s tech ecosystem, with a particular focus on artificial intelligence. My current project is dissecting how China makes AI and algorithm governance policy: what are the political, intellectual, socio-economic and international forces shaping how China governs algorithms? Here is my bio and work at Carnegie.
I’m also the author of The Transpacific Experiment: How China and California Collaborate and Compete for our Future (Counterpoint, 2019). Before that I worked as a reporter in China, and took a stab at social media stardom through videos teaching ultimate frisbee in Chinese.
