Great analysis, but wondering if "Counting open source contributions toward university credits" is really "quite marginal within the big picture." I personally read it as telling all universities that osAI-related research will receive more funding, and all students and their parents in China that "open-source AI“ is the state-picked most promising area for you to study, which can have a significant influence on the talent pool.
I agree the overall embrace of open source that has been growing over the past year is quite a big deal, just think this specific intervention around class credits is clever-but-marginal. But I could be wrong - shouldn’t underestimate what university students will do to avoid taking classes!
Great piece! Wondering if "...accelerate the process of major scientific discoveries "from 0 to 1."" in Claude's translation of the plan is accurate, and if so if it means someone in the CCP reads and is influenced by Peter Thiel's writings.
I’m concerned that lack of funding at the Local Government level is going to be a real drag on implementation (unless Jack Ma et al can serve up plug and play implementations that can save/generate money in the near term). The Chinese banks really have indigestion as a result of the housing crisis (and will have for a long time to come) so they won’t be a ready source of funding. AI seems to be very expensive at the front end with development, implementation and infrastructure all being up front costs.

Pretty sure that book was pretty popular over there at the time, and the term has made its way into broader use in Chinese.
